Commanders' Biographies

Squadron Commander

Captain Kenneth Kisby Sr, CAP

Capt Kisby assumed squadron command of the Atlantic County Composite Squadron in September of 2019. He has been a member of CAP since 2013, and originally joined to support his three sons in the cadet program. Apart from Commander, he is also NJ105's Character Development Instructor, Logistics Officer, Emergency Services Officer, and Transportation Officer. He holds a Senior Rating in the Character Development specialty track and a Technician Rating in the Safety specialty track. He has staffed numerous wing and squadron CAP events over the course of his career.

Outside of CAP, he is a retired Vehicle Mechanic for Atlantic City Electric and currently is a school bus driver for Mainland Regional High School. He has achieved his AS degree in Automotive Technology. After college, Capt Kisby was previously a part of his local rescue squad. Currently, he serves as the Trustee Board Officer, Audio Technician, and Youth Group Leader for his local church. He enjoys volunteer service and is an avid hunter.

In 1982, he spent three months on a short-term mission trip to West Africa, where he converted a passenger bus into a mobile workshop. In 1995, he spent a week on a missions work project in Haiti. In 2021, he was part of a team on a week-long work project (involving plumbing, electrical work, painting, siding and general repairs) in Kentucky, to benefit a church and church members in that state.

Cadet Commander

Cadet Lieutenant Colonel Rodrick-Josh Zapanta, CAP

C/Lt Col Zapanta assumed cadet command of the Atlantic County Composite Squadron in March of 2021. He was Cadet Commander of the Winter 2021 Northeast Region Cadet Leadership Schools (NERCLS), one of CAP's accredited Cadet Special Activities. This NERCLS was one of the largest virtual Region Cadet Leadership Schools with students from all over the country. He also serves as the New Jersey Wing Representative to the NER Cadet Advisory Council and is the Cadet Interactive Committee Chairperson. In addition, he is part of the Northeast Region Discord Development team, which is creating a Discord Server for cadets throughout the region to socialize and meet new people, fostering cadet retention. In his cadet career, he has been in the cadet program for six years and has staffed two encampments and five Region Cadet Leadership Schools and achieved the Wright Brothers Award, Billy Mitchell Award, Earhart Award, and Eaker Award.

Outside of CAP, Rodrick is a an honors student at Rutgers University, studying Electrical and Computer Engineering. He is an Assistant Project Manager for O'Rourke Construction Company, Inc. in Vineland, NJ. In May 2022, he attained an Associate Degree in Mathematics and Science from Rowan College of South Jersey, graduating with honors. In June 2022, he earned his High School Diploma from Vineland High School, graudating Summa Cum Laude. Rodrick is 18 years old and has one younger sibling, age 10. In high school, he was the President of the Student Government Association and Treasurer for the Vineland High School (VHS) National Honor Society. In addition, he played varsity tennis and was the Team Captain at VHS. He is a first degree black belt and previously was an instructor in mixed-martial arts.
